That doesn’t sound good. Just curious … what American city would be the opposite of that. That is to say, a city of Northern efficiency and Southern charm?

Well, it’s not BAD, but it certainly makes jumping through the “sorry, you have to call our Washington office” series of hoops less fun.
It is interesting the difference in federal agencies, though. A very nice Public Information Officer from the Department of the Treasury called me back at 7:20 p.m. her time in response to a question from a Southern California newspaper she’d never heard of, for instance.

And I’m told Atlanta and the North Carolina Research Triangle cities are pretty impressive places, all things considered.
